Shouldn't congress read the bills it passes?

I would think that most people would answer yes to this question.
Unfortunately, this isn't the way congress operates. Often,
congressmen and women will vote to pass a law before they've even
gotten a chance to read the bill. An organization called Downsize DC
is doing something to change this by introducing the Read The Bills
Act. Among other things, this bill would require all congressmen and
women to sign Affidavits saying that they've read a bill before they
